What Is the Massachusetts Workforce Training Fund?
The Workforce Training Fund is a state program administered by Commonwealth Corporation that reimburses Massachusetts employers for the cost of employee training. The state invested over $20 million in workforce training in fiscal year 2025 alone, training more than 18,000 workers across more than 1,500 Massachusetts businesses.
The fund has three programs. Two of them apply to most employers we work with:
The Express Program
For Massachusetts companies with 100 or fewer W-2 employees. Reimburses up to $300 per instructional hour, with a maximum of $3,000 per person per course. Workforce English training receives priority treatment under this program. Companies with 51 to 100 employees may qualify for up to 100% reimbursement on English training, rather than the typical 50%.
The General Program
For larger companies and for customized, strategic training projects spanning up to two years. No size restriction on the company. Awards are made competitively, with a maximum of $120,000 per company per year.
The ESOL Bridge Grant
For companies that have completed a General Program grant and want to continue workplace English training during the standard one-year waiting period before reapplying.
Applications are accepted on a rolling basis throughout the year, subject to fund availability. Decisions are typically issued within 60 days of a complete submission. The state requires applications be submitted at least 21 business days before training begins.

We've Done This Before
ASC English has been training Boston-area workforces for 33 years. We are an approved provider on the Workforce Training Fund Express Directory.
Our first client through the program, a Boston-based plantscaping company, was approved for $18,000 in training reimbursement within a week of submitting their application. We walked their HR director through every section of the paperwork. They are now training their installation and horticulture teams at no out-of-pocket cost.
Several more Massachusetts companies are currently in our pipeline at various stages of the application process.
